TitleSpeed does not work?

I'm using a hd44780-lcd2usb 20x4 LCD with XBMC as Client. The Problem
is that the Scroll Speed of overlength lines is way too fast. I cant
even read it in that way.
So i tried to change the TitleSpeed to 1 and even to 0, but the scroll
speed is still the same.
I dont see any reason that the scrolling is done on the LCD in my case
(i wrote my own firmware for the atmega, so may i missed something in
the specs) - so why its not working? Does i have to enable some other
things first?
