Removing the delay did not get my any closer to the goal, but increasing the value to 5000 actually helped a lot. I can now use the display / buttons, I get immediate response to the actions and for the first time I do get an impression of a menu.

I will see whether maybe I can tweak / optimize this value even more (higher delays led to bigger response time, not sure I'm at the sweet spot already) or whether maybe I also have to touch other delays in the code (usleep(200) on 591 seems to be another candidate).
