Hm, good point, it might be desirable for client tools to append/modify their own labels to metrics (perhaps on a 'global' scale, or a finer grained instance/metric level?). For example a pmlogger/pcp2whatever instance wanting to also include labels specific to the collection host it was located on. Or in instances where the production environment can't be immediately changed and the admin wants to append/modify the labels compared to the global set in production. I'm sure there's more cases this would be desirable.
