(oh, missed this)  Not excluding anything, I was talking about the PCP
low level implementation, where labels are fundamentally core metric
metadata like other pmDesc attributes.  ("entirely" was the key word)

Yep, I certainly expect higher-level tools to want to apply more, custom,
end-user labels.
