Chapters 5, 6 and 7 of the PCP Users and Administrators guide (available at http://pcp.io/documentation.html) is a good place to start. You'll probably be using provisioning tools like puppet/chef at that scale, so use them to setup (all of) your configuration files.. Usually folk divide up the responsibilities among multiple monitoring hosts (sometimes duplicating logging for redundancy) - a good system seems to be having a dedicated node in each rack for monitoring the rest of the machines in that same rack.
