pmlogger not starting

I am having trouble starting pmlogger via systemctl. The message I see in pmlogger_check.log is : 

Failed to get unit file state for pmlogger.service: Connection timed out

The unit file is correct and present : 

$ ls -la /etc/systemd/system/multi-user.target.wants/pmlogger.service lrwxrwxrwx. 1 root root 40 Jan 7 08:41 /etc/systemd/system/multi-user.target.wants/pmlogger.service -> /usr/lib/systemd/system/pmlogger.service
Running the pmlogger command manually works :
sudo /usr/share/pcp/lib/pmlogger start

I am running pcp-3.11.5-1.fc24.x86_64
