/etc/hosts contains:

::1     ip6-localhost ip6-loopback

which is the same as on vm01 (another, more recent, Ubuntu system that 
is not showing any of the same symptoms).

I'm really puzzled why

$ ssh ::1

works ... this would seem to be exercising all the same DNS plumbing.
