     qa/common.check: add a $PCPQA_SYSTEMD=no check to _service()

     This replicates the test already in pmdaproc.sh.

     If $PCPQA_SYSTEMD=no, we will never use systemctl via the
     _service() wrapper for PCP QA.

     Strip gratuitous ..done from the end of journalctl text.
     Increase sleep time after systemctl in the hope that journal entries
     will have been written.
