bind2 pmda qa problem

qa/1087 is failing thusly on at least one of my QA Farm hosts (bozo) ...

this is not deterministic, so it looks like some sort of hashing problem
with the indom setup, but I think there is a logic problem in the PMDA ...
notice that the counter values are associated with the wrong _external_
instance domain names (it is not an internal instance domain id allocation
issue).
