TBSM 6.1 installation on Windows 2008

Hi Team,
Does anyone having problem when installing TBSM 6.1 32 bit on Windows
2008? I am using installer CI3BAML and CI42SML. After extraction I run the
launchpad.exe but upon clicking on the "Run the Tivoli Business Service
MAnager 6.1 Installation Program" there is no reaction. IS there any trick
to make it work?
