Yes, it's a web site and even remembers you've logged in before should you
close your tab and reopen another later.  Yes, the login process itself is
encrypted regardless of your launch pad.  To ensure traffic is encrypted
once you're logged in, just follow the instructions in Chapter 15
("Additional Tivoli Enterprise Portal configurations") of the 6.23
Install/Config Guide; you enable SSL from TEP <---> TEPS per-NIC.
