Correct, technically IBM SmartCloud APM is a bundle of the products you
mentioned such as ITM, ITCAM for Applications, ITCAM for Transactions, etc..
and bundles with APM UI that is running in TIP (Tivoli Integrated Portal).  
You don't have to use the APM UI if you don't want to. Otherwise the code base
is the same.

APM has different licensing (based on operating system instance and
production/non-production environment compared to classic ITM/ITCAM licensing
based on PVU values).
