To ensure that it's not just the UI which isn't showing the MSL while it
does in fact exist on the TEMS, can you check for any Oracle related
out-of-the-box MSL from the CLI via:
tacmd listsystemlist | grep '^\*'
Don't know the name of the MSL myself as I don't have the RZ agent app
support installed, but it is possible it doesn't come with a default MSL.
As for no Managed Systems, all I can say is "wowzah." :-)
