[Bug 918] dialrules.europe incorrect DialString for some valid numbers

dialrules-pabx.be prefixes the DialString for calling through a PBX. 

By default configuration, numbers with 1..3 digits are assumed PBX local 
while longer numbers are dialed through a CO PSTN line.
