Status of receiving color JPEG fax (sent by HP OfficeJet 8600)

Sorry if I'm repeating a recently asked question.  The list archives 
seem to have stopped they only show up to a few years ago.  I spent 
hours searching online and found nothing recent.

Question. It's now 2015, what's the current status of receiving color 
(or grayscale... JPEG or JBIG) fax from, for example, HP OfficeJet Pro 
8600 multi function fax/printer/scanner ?

Note: The HP officejet seems to send the page in JPEG format (T.30e ?) 
(see info below).

I ask because, while Hylafax negotiates and receives a TIF file 
successfully, and logs show a fully completed transmission, nevertheless 
there are problems, because simple viewer apps throw errors, therefore 
the TIFF image cannot be displayed, and the PDF file cannot be 
generated.  Unsure if the data inside got mangled or if it's usable.  
IrfanView shows a black page, of the correct resolution, but a black page.

Searching the list and other message boards back to over ten years ago 
(!) there is much reference to a need for a patch in libtiff and 
libjpeg, back in 2001-2004 (!), then a make/compile rebuild the 
libraries so that they can deal with the CIELab or ITULab color space 
inputs properly so that a viewable TIF and thus PDF may be output by 
HylaFax and shown in the web interface by AvantFax.

Is it possible that receiving color fax (jpeg) would have stagnated 
before getting the 2 CIELab/ITULab patches into the mainline 
distributions Libtiff and Libjepg, and stuck at that point for the past 
10 years?
