[Bug 970] New: Faxq hanging

I setup a new box with hylafax. Everything looks like it is working well. I
went to test outgoing faxes and noticed that the iaxmodems were in a constant
state of "Waiting for modem". After a while I noticed that the faxq process was
showing as constantly running in ps. 

I started faxq manually so that it didn't fork into the background. 

I noticed errors - Invalid MainTable code word, x 0

I am running on Alpinelinux - 3.2 and also 3.6.
