Well, that certainly could cause trouble with serial communication if 
your modem serial device is on IRQ 16.  Since the framing is being done 
in the software there cannot be any loss on the serial communication 
between the software and the modem or nothing will get through.

If you can get the logs from the receiver, then that would be 
something.  But, I wouldn't bother with it until you resolve the IRQ 
issue first and that doesn't resolve the problem.

That is possible, but unlikely.
