The problem is that the hylafax+-client package does not "Require" uucp... and the hylafax+-client package is installing before the required packages (including uucp) for the hylafax+ package. It's possible that this order of processes changed sometime recently. I don't remember this being a problem before. I've done a large number of installations simply by doing "yum install hylafax+" without considering uucp being installed beforehand. I've added a "Requires: uucp" to the hylafax+-client package. However, I'll need to push an update for that to get into packages before Fedora 28.
