Is faxgetty actually running?

Is RingsBeforeAnswer in your /var/spool/hylafax/etc/config.ttyS0 set to 
something other than zero?

If you set SessionTracing in that configuration file to 0xFFF, restart 
faxgetty, and watch an incoming call arrive, do RING indications appear?
