Bananian was not mentioned in your original post.

I think we need to clarify what hylafax version you are really using...I have 
to admit I did not check it when writing my answer

the 6.0.6 may point to the lastest release from hylafax.org, dated back to 
2012. Quite surprised that this is still in use...but thats a different story.
In this case - no. Hylafax uses a completely different localization than 
hylafax+, where the patch refers to.

Just for the sake of completeness: 
https://build.opensuse.org/package/show/network:telephony/hylafax+
But as said, thats for hylafax+ version 5.5.9, which is the hylafax that is 
still being developed/maintained.
You could download it and build hylafax+ locally, or ask the maintainer of 
your distribution to build it
