I would recommend that you change ServerTracing to 0xFFF in your modem
config file, restart faxgettys, and then have a look at the syslog to
see if there are problems initializing the modems.

It shouldn't take more than a few seconds to initialize the modems, and
certainly it should not cause high system loads.
