IMHO it is better to write a certain paragraph or section in English,=20
then translate it into German as long as I know what I wrote... But on=20
the other hand, it could also be good to have someone else read the=20
English doc and translate it -- also in order to increase=20
understandability. I think every contributor can approach this as he=20
wants: either write only in English first (and hope that someone else=20
translates into German) or write both versions in one step.

BTW: I prepare a first (rudimentary) version of the new doc at the=20
moment; I hope to upload it next week (time is rare just now...).
