How to cite a section number rather than page number?

First off, let me say that I love jurabib.  It has made writing
humanities-style articles easy.

Here is my problem.  I am referencing a book that is always referred to
by section number, not page number.  Can I do this with jurabib?

Here is my normal way of citing:
\footcite[page number]{cite-key}

Is it possible to do something like:
\footcite[section number]{cite-key} such that the citation uses the
actual section symbol?  I don't know if that symbol has a technical
name, it is like a script S with vertical lines.
