You'd better use the LOCALTEXMF tree (could be: /usr/local/share/...)
The .bst files have to go in
LOCALTEXMF/bibtex/bst/jurabib
as you said. But the .sty, .ldf, and .cfg files should be located in
LOCALTEXMF/tex/latex/jurabib

After storing the files properly, you should run
texhash (or: texconfig rehash)
in a shell so that tetex can find the files.
