Oh sorry -- yes, there was a small bug regarding the use of oxford
option inside \jurabibsetup. This is solved in the recent beta.
Alternatively, you could use `oxford=true' inside the optional argument
of the \usepackage command.
Do not use biblikecite with oxford, this is not supported! The new beta
will warn you about that.
Note that `oxford=true' implies a lot of things you're doing manually:
authorformat=citationreversed,see,%
titleformat=commasep,%
\renewcommand*{\bibansep}{,}% author name sep
\renewcommand*{\bibatsep}{,}% after title sep
So your preamble should contain now only the additional settings:
\usepackage[oxford=true]{jurabib}% workaround if you don't want to use
% the recent beta
\jurabibsetup{%
authorformat=and,%
titleformat=italic,%
citefull=first%
}%
And for the double quotation marks:
\renewcommand{\bibapifont}[1]{``#1''}
