comma before quotation mark?

I'm somewhat new to bibtex and very new to jurabib.  It's perfect for
me, except that I can't for the life of me figure out how to place the
commas in article titles _before_ the quotation (i.e., American
style), instead of after.  For example:

... Jochen Hellbeck, "Rethinking the Stalinist Subject: .... and
Historical Studies <<<   ",  >>>> Jahrbucher fur Geschichte Osteuropas ...

I need the comma to come before the quotation marks.  Any ideas about
what I can do to change this?
