I don't think that there is any problem with the miktex / texniccenter 
combination. I just tried you code and it works "right out of the box", 
both as compiled from texniccenter and from the commandline. I used the 
pdflatex option -interaction=nonstopmode to avoid interruptions. I run:
   pdflatex -interaction=nonstopmode <file>
   bibtex <file>
   pdflatex -interaction=nonstopmode <file>
   pdflatex -interaction=nonstopmode <file>
... no problem whatsoever.
I would think that you should check you software installation. A simple 
reinstallation (newest stable software versions) might even be the fastest 
solution.
Also remove any faulty generated files from your working directory as they 
in reare cases may interfer.
(note that for more complicated bibfiles you might need to use "bibtex8" 
and the option " -huge " instead fo plain old bibtex)
I'm sorry I didn'tsolve you problem, but at least your code seem to be OK.
