Jurabib, UTF8, and Arabic

Has anyone had any luck getting Jurabib (or any other bib package) to
work with Arabic?
Under OS X, Jurabib works great with UTF8 bibtex files when XeLaTeX
instead of pdflatex. With pdflatex with utf8 encoding breaks. Does any
one know if there is any way around this?
I have been reading a lot of manuals and documentation, and doing tons
of frustrating experimentation with this mixture.
