Problems with Quotation Marks

I'm trying to set up the formatting for my dissertation. While a
Chicago stylesheet would be the ideal solution, the oxford style seems
to work quite well with two major exceptions:

1) It uses a single (') rather than a double quotation mark (") on
article titles.

2) It appends the comma after the quotation mark -- I need it the
other way around ("title," rather than "title",)

I gather the first should be a language preference option but I can't
figure it out. I read a recent thread on the second issue that
recommended editing jox.bst and using \renewcommand's but I failed to
obtain any result (other than stripping the comma). Does any one have
any easy-to-follow recipe to tackle these problems? Or do anyone know
a format/package that follows the Chicago format more closely. Any
help would be greatly appreciated.
