O.k., a couple of comments (this may seem like a long list -- don't  
worry, everybody has started like this one day :-):

- You have to load babel before jurabib. This seems to have been the  
key problem

- The bibliographystyle of course has to be jurabib, not plain

- The \jurabibsetup command should appear only once of course

- As far as I remember you wanted to use author-year-like citations.  
You will have to use the option authorformat=year for this

- The makeatletter ... makeatother around the \usepackage{babel} is  
obsolete

- You should give the name of your bibliography without the ".bib"

- With your setup, the characters in your pdf might appear "blurred".  
You should use \usepackage{ae} or \usepackage{lmodern} (the latter  
one is prefered I think).

- You don't have to give the author name in the footnote, it is  
already produced by the \cite command. In your case, you just can use  
\footcite.

- I don't know what the {} before the quotation should do.

- You don't have to use the ``...'' quotation marks, but can input “”  
directly, if you want!


Concerning your sample bibliography:

- Your are citing a spanish translation of Locke's "Second Treatise  
of Civil Government", right?
So, shouldn't be Locke the author and Mellizo the translator?
The "Trad." field, as you use it, does not work, but jurabib uses the  
"Translator" field (which seems not to be documented, right?)

- I personally give the year of the edition I am using together with  
the original year of a publication when it is a very old work, like  
Locke (1990 [1690]).

- "Locke" ist misspelled in your Bibliography :-)

There is a version in /Library/teTeX/share/texmf.tetex/ I was not  
aware of, and according to your log file it is the one used.
So there is no need to use the self-installed version -- sorry for  
this hint ...
You can just remove the files you have installed.
However the self-installed version should have been used instead of  
the texmf.tetex version. I can't tell you what went wrong, assuming  
you installed it correctly.
(You might want to self-install jurabib again if you want to use a  
beta version for example.)

I am attaching the changed files, which work nicely for me.
