Another possibility is NOT to use LyX's jurabib support[1], but to 
insert the line \usepackage{jurabib} into the preamble. In LyX 1.3.x 
(which had no jurabib support at all) I did so and it worked well, but I 
had to switch off LyX's babel support and put it manually into the 
preamble as well (e.g. \usepackage[ngerman,english]{babel}). Note that 
babel has to be loaded BEFORE jurabib, otherwise it won't work (that's 
the reason why you have to use babel manually as well).

I have not tested this with LyX 1.4.x, but I think it should work.
