It’s a (La)TeX package that uses TikZ. Just try if the plain TeX version works for you after installing and loading TikZ as a module. A quick look into the source shows catcode trickery that might interfere with ConTeXt’s inner workings. Can chemfig do things that PPCHTEX (see ppchtex-mkiv.pdf) cannot?
