Is there a "not" missing from your request? I assume you want to call LMTX directly and *not* use POSIX-style exec() to run another process?

Are you assuming (a) that users will have ConTeXt installed on their PCs separately from your app; or (b) that your app will install a more-or-less standard ConTeXt on the end-user's PC for them; or (c) that your app will somehow have ConTeXt included inside it, so that the end-user only needs to install your app?

Answers to these questions will influence the approach and may restrict the software license types available to you to consider.
