Hi Florian,
I can reproduce the issue you mentioned in LMTX (MkIV is fine here).
Weirdly enough, paragraphs in footnotes seem to be fine when introduced
with \par.
The issue comes when the footnote contains a blank line.
I also reproduced the issue with the start-stop commands:
\starttext
A footnote\startfootnote
Paragraph 1\par
Paragraph 2
Paragraph 3
\stopfootnote
\stoptext
I think this might be a bug.
