### BREAKING CHANGES

- PGF/TikZ now requires support for the braced `\input{...}` syntax, i.e. TeX
  built with Web2C 2020 or newer.
- When using LaTeX the internal functions `\pgfutil@IfFileExists` and
  `\pgfutil@InputIfFileExists` are now aliases to their counterparts from the
  LaTeX format. This could potentially change the precedence in file lookup.
- The precision of the scaling operation from bp to pt has been improved, which
  changes all the values emitted in the PDF literals. #1434

- Fix clobbered register in `bending` library #896
- Fix handling of closepath command in svg.path library #1189
- Use luatexbase to register pgfsys@strcmp to not sidestep their allocation counting

  apply a single definition of options to multiple examples.
- Support directions in LuaTeX and LuaMetaTeX
- Fix unused variable in tikzmath example #1142
- Correct source comment on `\pgfshadepath` #437
- Mention `\pgfinterruptpath` in the documentation of `\pgfextra` #1327
- Prevent math active character from causing infinite loops #1391
- Extended the valid range of `\pgfmathscientific` #1444

- Comprehenive testsuite generated from the examples in the manual #666
- Documentation of `\pgfkeysifassignable` #1423
- Add a new monotonic interpolation plot handler #1358
- The keys `actualtext`, `alt`, and `artifact` are now pre-defined
  in both `tikz` and `pgf` as  no-ops for usage in tagging #1370 #1453
- Documentation of the default z-axis vector #611
- The manual now has PDF bookmarks for the index sections #1307
- New expansion helpers and emptiness check in pgfkeys #1254

### Changed

- Typo fixes in the manual
- Replace `\begingroup`...`\endgroup` by an explicit brace group in `pgfscope` to fix usage in alignments #1417
- Update the engine requirements in the manual #1242

### Removed

- The long deprecated `vtex` and `textures` drivers have been removed
- The long deprecated `pgfutil-common-lists` (part of pgfplots since 1.18.2) has been removed
- Removed duplicate definition of `\pgfmath@tempdima` in pgfutil #1384
