hoewel ik het objectief eens ben met de oplossing verwacht ik dat de
meeste mensen nog nooit van een compose key gehoord hebben.  Hopelijk
ter leering ende vermaack voor de rest hieronder wat ik weet,
misschien kan een windows-expert even bijspringen hoe dat daar gaat.

(Overigens heb ik wel een compose key onder linux, maar de U+201E („)
 kan ik daarmee niet maken.)

- Standaard onder windows krijg je een toetsenbord instelling die
  speciale tekens interpreteert: "e -> ë.  Ik weet niet hoe je met dat
  keyboard een lage openingsquote maakt, maar google kan je dat vast
  vertellen.

- Andere toetsenbordinstellingen laten je met een compose key
  (bijvoorbeeld rechter-alt) + een teken + een letter een combinatie maken.

- In linux kun je dit instellen bij toetsenbordinstellingen, varieert
  een beetje per systeem waar exact.  Zoek naar "XKB options" en
  "compose key", stel deze in op rechter-alt.

  Als je het niet kunt vinden:
  /usr/bin/setxkbmap -option compose:ralt
  
  Vervolgens vind je hier de mogelijke combinaties 
  (google linux compose key):

- Linux kan ook de default windows manier nadoen ("e -> ë), dat staat
  tegenwoordig standaard aan.  Volgens mij krijg je dat door bij
  keyboard layout "us international" te kiezen. 

- Om unicode karakters te typen kun je in gnome-programma's ook de
  combinatie  control-shift-u ####  gebruiken waarbij #### de
  numerieke code is.  De dubbele lage qoute is control-shift-u 201E.

- emacs heeft een "TeX" input mode die voor latex gebruikers wel erg
  geweldig is ...

  \cc   -> ç


Aanvullingen welkom als anderen het exacter weten uit te leggen ...
