is the mpost (MetaPost) fully functional in fptex?

This could be a silly question.

  Is the mpost in fptex completly functional? Or is it there just
 to generate PostScript fonts?

 The reason for the question is that I have been trying to
 use the implementation of mpost in fptex to generate some
 simple postcript figures and there are some
 features (say, label("A",A)) that fail.
