Re: Missing french guillemets

Correction: the French guillemets are OK with option -i french, but not
if this option is not invoked.
This is not correct, since the ligature << and >> is independent of the
language, but on the T1 encoding.
Moreover, the French guillemets are also used in Spanish, Italian,
Occitan and probably in Russian.

Therefore, instead of making that depending on the -i french option, it
shjould better depend on an option of T1 encoding, orthogonal to the
language.
