transfer of latex2rtf project to github

Hello everyone,

the latex2rtf project is now moved to GitHub (thanks to Mike Taves).

It is available at
https://github.com/latex2rtf/latex2rtf

I am going to delete the project from sourceforge at the end of year 2024.
