latex2rtf now supports apacite, many features of natbib, and apanat 
barely.
apacite works best because I started with it.  Maybe next weekend I can
fix specific bugs that are problematic.  Maybe not.  These packages have
a zillion special cases and features that the whole thing was very
tedious.

That said, the corrections have been checked into CVS on SourceForge.  I
created a current tarball for any who don't want to use CVS.  This
can be downloaded from
