somewhere on that link?

Independent of the layout, the documentation may not even be
distributed with TeX Live because there is no source.

Anyway:
- The package only provides two commands. What is there to be documented?
- Even with the two commands that could theoretically be documented
(and a few more auxiliary ones), the pdf doesn't contain the visual
rendering of the two commands.
- With the limited number of pages there are: the typesetting (line
breaks etc.) is horrible. The PDF document claims to be generated with
Matplotlib???
- Does anyone happen to understand what "Quantum-biophysical framework
for consciousness and universal interconnection" is about?

Honestly, it looks like clear spam to me.
(More likely than not, possibly AI-generated and trying to build an
online reputation for later, for whatever reason. I've seen a lot of
GitHub contributions creating bogus issues or pull requests, or bogus
repositories. While I don't have any proof that this is one of them, I
clearly see no value either way.)
