New dependency for l3kernel

Hello all,

To make some stuff work more smoothly, we are moving some code into 
lua-uni-algos that will be needed by l3kernel (on LuaTeX). Please can 
this be added as a dependency - both for l3kernel and l3kernel-dev. 
We'll do a release in a few days, once the dependency is in place.
