Disabling git.texlive.info (again)

Hi all

Despite putting anubis in front of texlive.info and git.texlive.info,
the crawlers from google and alibaba passed around it and saturated all
300 workers of my webserver.

Consequence: timeouts for normal request.

Thus, I have disabled the git.texlive.info service.
Sorry for the inconveniences.
