tlmgr waits for what?

What would be the best way to see whats going on, when typing in "tlmgr update --all" and nothing happens.
This is since a few days.
The manpage says "by default [the logfile] is under 'TEXMFSYSVAR/web2c/tlmgr-commands.log'".
I use an installation in my homedir and echo $TEXMFSYSVAR is not set.
