To answer your question, here is the output from 'tlmgr option repository':

Default package repository (repository):
https://contrib.texlive.info/current#tlcontrib
https://ctan.tetaneutral.net/systems/texlive/tlnet#main

It looks like you were correct; texlive.info is indeed one of the
repositories.
