Many years ago Petr Olšák wrote such an extension, encTeX. It is available in TeX Live but not activated as default. You have to activate it and rebuild the formats. The default maps were tested with Czech and Slovak, even UTF-8 can be mapped to T1 without the need of active characters which means that macros with \futurelet and \everypar work fine.
