Installation Failure

Hi. I am trying to install texlive on an ubuntu Docker container. I am
following the instructions on this page:
https://tug.org/texlive/quickinstall.html

I am getting the following errors:

TLPDB::_install_data: downloading did not succeed (download_file failed)
for
https://sa.mirrors.cicku.me/ctan/systems/texlive/tlnet/archive/texlive-scripts.tar.xz
TLUtils::install_packages: Failed to install texlive-scripts
                           texlive-scripts will be retried later.

                           texlive.infra will be retried later.


As you see, there are two tars that are not available.
