you (almost) never need to get a package from ctan, It is part of texlive
so installed via tlmgr (or your linux package manager if you use a linux
packaged texlive)

in the vanilla texlive it's

/usr/local/texlive/2025/texmf-dist/tex/latex/stmaryrd/stmaryrd.sty

but you also need the fonts of course.

for upstream texlive from tug if it did not install by default you need

tlmgr install stmaryrd
