Do you **really** have no / between bin and x86_64-linux ?

What does
	ls /usr/local/texlive/2025/
and 
	ls /usr/local/texlive/2025/bin
	ls /usr/local/texlive/2025/binx86_64-linux
say?

If you have this layout, then I can imagine that something is going bad,
since we expect 
	usr/local/texlive/2025/bin/x86_64-linux
