Does this mean that `kpsewhich --var-value=openin_any` will treat 
`openin_any` as undefined for TL'26? (I have some applications which 
test the value of `openin_any` that fallback on a more restricted 
setting if the variable isn't found so I'll may have to change their 
default behaviour.)
